A2. OFFICIAL EMAIL RESPONSE — January 15, 2026
From: Windsor SCJ (JUD) <[email protected]>
Date: Thursday, January 15, 2026, 11:14 AM
Subject: RE: URGENT FILING - Mandamus Application
Good morning Mr. Longo,
The court office can only accept an application for filing in relation to a criminal matter if it relates to a matter that is in our court and within our jurisdiction and filed in compliance with the rules. From our records, you do not have any criminal matters pending in the Superior Court of Justice at Windsor.
Any application filed must also be in compliance with the rules including the format and the supporting materials.
If you would like to file a civil suit, then that action should be filed in accordance with the Rules of Civil Procedure.
Regards,
Samantha Gibson

CRITICAL ANALYSIS
- Samantha did NOT write this response — Francesco's recorded conversation confirms she stated she doesn't have a law degree and couldn't make legal determinations
- Response actually from Judge Maria Carroccia — Samantha was just the signatory/messenger
- Mischaracterization — Filing was a civil mandamus, response treats it as "criminal matter"
- "No criminal matters pending" — Contradicts case numbers 21-845, 101-2001 on file
A3. RECORDED CONVERSATION TRANSCRIPT
Source: AA_CC_DECODED_3.txt (Speech-to-text transcription)
"OK So you see, I have a recorded conversation of Samantha Gibson and myself. Very nice lady. She did not write the response. And I know this for a fact because of the words that were used, and I'm more than aware of that. And I don't know if you have that recording verbatim in your records here. You should. If I don't have to go locate it, then that's great. If I do have to locate it, I'll bring it right back here, the text version. But the reason why is the answer going from one thing to another and meeting around the bush, leaving it all contained in a little centralized container without showing the fact. Like I'm going to dissect this for what it really is. And the point is file the mandamus. The point is the judge read it.
Now, on top of that, how would you know if it's criminal or civil at all? If she didn't read the evidence right. Now, that being said, if she did look at the evidence, Miss CAROCCIA — because Miss Gibson told me she does not have a law degree and it was responded back by Judge Maria Garcia Parochia [Carroccia].
So that being said, we know right after RIP that she's avoiding something for a reason. She saw the numbers, she saw the code, she saw everything in there, and yet did nothing to investigate. There's no way you can review any records if you don't have any codes or names to go by, right? So what are you reviewing in essence then?
A4. KEY ADMISSIONS FROM SAMANTHA GIBSON
ADMISSION #1: No Law Degree
"Miss Gibson told me she does not have a law degree"
Significance: Cannot make legal determinations about criminal vs. civil matters
ADMISSION #2: No Computer Records Since 2007
"She previously told me they have no records since 2007 when they 'lost' their computers. But she told me 'well she looked on the computers' and said what? What computers would you look on because you told me before you don't have any."
Significance: Contradictory statements about record availability
ADMISSION #3: "No Matters Pending"
"My conversation with Samantha, she never looked it up. She said it... 'no matters pending' according to their records."
Significance: Contradicts case codes 21-845 (conspiracy to manufacture/distribute) and 101-2001 (surveillance code)
ADMISSION #4: Only Paper Files
"Just the other day, according to her records, Miss Gibson told me those pieces of paper there, those files with the forged documents is all they had."
Significance: Confirms only paper documents available — no digital records = spoliation
A5. WHISTLEBLOWER STATUS
ASSESSMENT: PROVEN INNOCENT — TRIED TO HELP
- Was "very nice" and "professional" during in-person visit
- Took time to explain process clearly
- Did not dismiss Francesco
- Treated with dignity
- Did NOT write the rejection response (Judge Carroccia did)
WHISTLEBLOWER OFFER
First whistleblower: $1,000,000+

B2. FEBRUARY 6, 2026 RECORDED CALL — 52:03
Date
February 6, 2026
Time
10:50 AM
Duration
52:03
Topic
Extradition case O5CR573
CALL CONTEXT
Francesco visited Windsor Superior Court immediately after being escorted out from a McKenzie friend appearance at the Ontario Court of Justice (same day). He walked across the street to the Superior Court House and requested his extradition evidence. This entire conversation was recorded.
From transcript: "Already ordered with the guy think his name is Ryan from Superior Court Justice across the street in Windsor, Ontario. Have a recording of him as well. That's after I got escorted out from the McKenzie friend same day. Right after that, I walked straight out of the Police Department or right out of the courthouse, across the street to the Superior Court House. Requested my evidence. So you have that full recording here as well."
B3. KEY ADMISSIONS (TIMESTAMPED)
ADMISSION #1: Toronto Documents in Windsor
FRANCESCO: "This is in Toronto writing. It says Toronto on it. That's not Windsor."
RYAN: "Yes."
SIGNIFICANCE: Confirms documents show "Toronto" in Windsor archives — jurisdictional anomaly proving document manipulation
ADMISSION #2: Archive Confusion
RYAN: "I don't- I'm lost."
SIGNIFICANCE: Cannot explain document origin — evidence of irregular chain of custody
ADMISSION #3: File Number Change
RYAN: "We discussed that... they simply flagged it as for extradition, so there was only extradition for that year."
SIGNIFICANCE: Admits file numbering was changed — proves tampering with case records
ADMISSION #4: Receiving Direction from Superiors
RYAN:
- • "I'll get direction"
- • "I'll check with Sam or someone else"
- • "I'll have to get approval"
SIGNIFICANCE: Being coached by superiors (likely Samantha) — not making independent decisions
ADMISSION #5: No Denial of Forgery
When confronted with binder mark evidence:
RYAN: [No denial — changed subject]
SIGNIFICANCE: Did not deny physical forgery evidence — silence = implicit admission
B4. THE "WENT DOWN THERE" CONFESSION — SMOKING GUN #72
CRITICAL EVIDENCE: BASEMENT ARCHIVES ACCESS
"I'll bet you anything that the archives are right downstairs because the guy said he went down there. And there is a downstairs. I bet you the buildings are connected. Any officer would just walk across the street, get what they want or support, submit what they want or remove what they want between the two buildings because it has to go there eventually."
"The clerk Ryan said that my first bail hearing or the last hearing, I think he said was my bail hearing or something was January 4th, 2006. Well, that's impossible because I was arrested in 2005. So but if I was, and I did have a bail hearing then and I was denied — it's ultimate proof that I couldn't possibly have committed a federal record crime."
TEMPORAL IMPOSSIBILITY
- • Arrested: 2005
- • Bail hearing per Ryan: January 4, 2006
- • 3 judges, 3 appearances
- • Timeline doesn't add up
BUILDING CONNECTION
- • Ontario Court of Justice
- • Superior Court (across street)
- • Connected basements
- • Easy evidence tampering
B5. BUILDING CONNECTION — SMOKING GUN #72
| SG# | Title | Key Evidence | Charges |
|---|---|---|---|
| SG-72 | Building Connection — Tampering Access | Superior Court/courthouse connected basements; Ryan "went down there" | s.430, s.139, Spoliation |
CONNECTED BASEMENTS = EASY EVIDENCE TAMPERING
- Location: Superior Court building across street from courthouse
- Witness Statement: Officer (Ryan) "went down there" for records
- Implication: Connected basements = physical access to tamper with evidence/files
- Action Required: SUBPOENA BLUEPRINTS
EVASIVE RESPONSE PATTERNS
| Pattern | Examples |
|---|---|
| Deferring to superiors | "I'll check with Sam" |
| Claiming ignorance | "I don't- I'm lost" |
| Delayed provision | "I'll email by end of day" |
| Long hold times | 25+ minutes during call |
WHISTLEBLOWER POTENTIAL
Francesco's Offer to Ryan [33:15-33:45]
